Messages From External Publication are Failing with "Error:A duplicated nonce is found!" (Doc ID 2932902.1)

Goal

When attempting to publish messages from external source (like SOAPUI, POSTMAN, Mulesfoft, ODI or even OCI/RDS)  to  RIB-EXT ApplicationMessagePublishingService, the following error message is thrown intermittently:

Error:A duplicated nonce is found!

This is not consistent and happens randomly for few messages and they are not getting through.
