Enhancement Request: Include Item HTS in Item Publish ReST Service Message

Goal
On: MFCS/RMS 22.1.401.1 version
Please include Item HTS info (ITEM_HTS at a minimum, ideally ITEM_HTS_ASSESS) in the Item Publish ReST Service message. (similar to how ITEM_SEASONS was recently added in v23.0.101.0). Downstream legacy systems need the HTS code for the Item.
This Enhancement would require capturing Item HTS Creates/Updates/Deletes events to refresh the JSON Cache table (i.e., MERCHAPI_EXT_ITEM). It will also require changing the JSON message structure to include the Item HTS information.
