ReceiptCre Message Is Sending The TSF.ID Instead Of EXTERNAL_ID (Doc ID 2933474.1)

Symptoms

Receiptcre message is publishing the TSF.ID instead of the external identifier EXTERNAL_ID for the transfer created in SIOCS.
Due to this RMS is not able to find the correct transfer number and the following error is seen when the message is published to RMS.

"RMSSUB_RECEIVING.CONSUME(?,?,?,?,?,?)}: [E] Invalid distribution number, does not exist: 8000000464."


Steps To Recreate:
1. Create a transfer for Warehouse to Store and Shipment using ASNIn Inbound Flow.
2. Receive the shipment and note Receiptcre is sending TSF.ID instead of EXTERNAL_ID .
3. Note the message failed in RMS , RIB_MESSAGE_FAILURE table the above error.
