Payroll Elements Using VDBC Values no longer calculating since 23A (Doc ID 2933748.1)

Symptoms

Following the 23A upgrade payroll elements using values from Values Defined by Criteria are not retrieving the values so are not being paid.

Values with a Value Identifier are not being found by the formula but are found if the Value Identifier is removed. The issue affects VDBC with Flat amount node which have a value in value identifier field.
