Error adding item/location in Deals.

Steps to reproduce:
----------------------------
1. Create Deal header.
2. Add deal components.
3. Add deal item/loc. Select dept and chain. click Ok and Add another. Note the pop up is not cleared.
4. Change the department and click OK. Note the pop up clears and the below error occurs.
  Enter a value for: Department
  Enter a value for: Chain
5. Enter the value for department and chain. Hit Click Ok and Add another. Note the pop up is not cleared.
6. Change the Chain and click OK. Note the pop up clears and the below error occurs.
  Enter a value for: Department
  Enter a value for: Chain
