Bulk Import B2B Profile Does Not Send Email

Symptoms
Following "Create a new password during import" at https://docs.oracle.com/pls/topic/lookup?ctx=cx-commerce-latest&id=GUID-09EF5E26-E44D-4B95-A1A6-F6E52927C89E when bulk importing profiles, it'll trigger email specified by "emailTemplate". However, when importing B2B contacts, the email is not triggered.
Reproducible Steps:
1. Create an import JSON file, e.g. createB2bProfileActive.json
