Symptoms
Security is enabled to limit the use of the journey such that only HR role can search for Journey/assign it to employees but this doesnt work properly.
Employees who has just employee role also can search for journey in explore and assign joruneys to them self which is not expected.
Steps to reproduce
---------------
1.Create a checklist -> security tab->Journey template operations->add HR role and check boxes under explore,assign to self,assign to others->save
2.Login as employee with just employee role->me->explore->can search for Journey and assign it to themself
