Custom Validation Rules do not apply after changes are done to approved item

Have set custom validation rules that are triggered at item approval, that an item-location should have a source method. However, once that item is approved, they are able to add another location, and leave the source method blank. It doesn't retrigger the validation.
It is expected that you should have the validation triggered again when trying to save the approved item with the latest modifications.
Similarly, you should have the validation triggered again when we try to save any submitted item with the latest modifications.
