Symptoms

ItemCre Messages sending Duplicate ItemSupCty message when item created with multiple suppliers with multiple dimensions

Steps:

1) Set DEBUG and Stop Item Publisher RIB adapter
2) Create new item with 2 Suppliers
3) Each supplier has 2 dimensions.
4) Capture ITEM_MFQUEUE records
5) Start the Item Publisher Adapter
6) See RIB logs and see there are duplicate ItemSupCty send in XML
