Getting 400: Auth Token Error While Calling APIs. in VBCS (Doc ID 2938210.1)

Symptoms

On : 11.13.23.01.0 version, Digital Customer Service

When attempting to create service connection in VBCS,
the following error occurs.

Response Status is 400


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
By using "Oracle Cloud Account" as authentication while creating service connection in VBCS we are not able to get the data from endpoint URL.
Even SSO is also enabled between fusion and VBCS.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create the Service connection in VBCS.
