Why Are Non-admin Users Not Allowed to Add UINs in Inventory Adjustments (Doc ID 2938371.1)

Goal

On the Inventory Adjustment - UIN dialog, the user with Store Manager role is unable to see the add UIN option enabled. The same option is enabled for the user with Admin role. You want to know why this is different.
