The issue can be reproduced at will with the following steps:
1. Create a 'Buy X, Get Discount' with induction template
2. Add BUY/SPEND VALUE = 0
3. It is getting created
BUSINESS IMPACT

The issue has the following business impact:
When opening the promotion with BUY/SPEND VALUE = 0 , it is throwing error:'Buy Quantity must be greater than '0'.
