P6 REST API Does Not List All the Privileges When Loading Global Profiles or Project Profiles (Doc ID 2938763.1)

Symptoms

When using the P6 REST API to load Project Profiles or Global Profiles, all the profiles are listed, but only one privilege is listed for each profile.

The issue can be reproduced at will with the following steps:
