OCI Compute - Unable to Establish a Cloud Shell Console Connection (Doc ID 2939010.1)

Goal

Cloud shell connection requires a username and password. Even though the docs state: "When you make a console connection to a Linux instance, you don't need to enter a username or password. If the instance is functional and the connection is active, the serial output appears in your console when you restart the instance."
