User is restricted from Item Approval, but Item Upload insists to have Item Approval Duty

Customer has a custom role LS_MARKETING_DATA_STEWARD_JOB_PREPROD where the user cannot approve the item. When the user is trying to upload an item, it throws an error as "You do not have sufficient Privilege's to approve an item". The item already exist in the system and the user is only trying to update an existing approved item. After adding the Item Approval Duty to the Role, the user was able to upload the Item file. Have attached the LS_MARKETING_DATA_STEWARD_JOB_PREPROD setup before adding Item Approval.
Is there a way to restrict the user from Item approval and not getting the error while uploading?
