How to customize the "Users Permitted to Delete HR-Assigned Goals" in order to hide a value from LOV?

Steps:

Navigate to worker's goal page > edit a goal having the source of HR >Option "Users Permitted to Delete HR-Assigned Goals" option > How to customize the "Managers Only" and "Managers and Employees" values
