Symptoms

Oracle Kubernetes Engine (OKE) has been successfully created. Pods in first Virtual Machine (VM) can be created quickly within a minute. But when the first VM is full of pods and second VM is launched, it takes more than 10 minutes to create the second VM and initialize it.
