ITEM_EXP_DETAIL.EST_EXP_VALUE Is Not Showing Expected/Loaded Value

Symptoms
When loading dat file for item expense, 'Est Expense Value' in the file and SVC_ITEM_EXPENSES.EST_EXP_VALUE table have the same value, however in the ITEM_EXP_DETAIL it shows a different value.
STEPS

The issue can be reproduced at will with the following steps:
1. Load a dat file for item expense.
2. Observe "Est Expense Value" in the loaded file and SVC_ITEM_EXPENSES.EST_EXP_VALUE table have the same value.
3. However in ITEM_EXP_DETAIL, it shows a different value.
