Symptoms
SOCS - Item CFA initial data seeding polling details for items that are in Worksheet status
When running Item CFA data seeding module, it ends in Error status, it is trying to insert CFA for items that are in Worksheet status in MFCS, meaning that they are not in SIOCS item table.

The issue can be reproduced at will with the following steps:
1. Run Item CFA initial data load module - Delete data
2. Run Item CFA initial data load module - Submit seed
Expected - Data is loaded for Item CFA and status is Completed
Actual - Data is loaded for Item CFA and status is Error
