Symptoms
When attempting to process any LE,
the following error occurs.

There was a problem evaluating benefits eligibility for this person. (BEN-990099)
Try backing out the life event and reprocess it. If that doesn't work, review the audit log and trace files.

The issue can be reproduced at will with the following steps:
