Symptoms
Purchase Order (PO) Change Order was Auto-Approved when it should have gone through the complete Approval Workflow based on the Approval Rule setup. One user is an Approver in two stages, although they are a delegate in the second stage.
STEPS TO REPRODUCE

1. Create a PO Change Order
2. Approval requests go to J and R in the first stage, but if J approves it first,
3. the PO Change Order gets Auto-Approved
