GET on externalIdentifiers API doesn't provide any data. The GET operation is not returning any data.

The issue can be reproduced at will with the following steps:
1. GET on {host}/hcmRestApi/resources/11.13.18.05/workers/{workersUniqID}/child/externalIdentifiers
or
2. GET on {host}/hcmRestApi/resources/11.13.18.05/workers?effectiveDate=2023-03-20&expand=externalIdentifiers&q=PersonNumber='fill_value'
