Symptoms
When attempting to access to the Page Checksum Report in an APEX application, the following error occurs:
ORA-01453: SET TRANSACTION must be first statement of transaction
ORA-14552: cannot perform a DDL, commit or rollback inside a query or DML
STEPS

1. Log in to APEX Developer App Builder
2. Go into any application
3. Go to Utilities
4. Go to Page Checksums
