Symptoms

When user opened OAC catalog manager in online mode, it popped up below error.

The specific user was assigned the correct administration role, the same as other users who are able to open catalog manager successfully.

The user has both federated and non-federated accounts in IDCS.  The error occurred with both accounts.

The same non-federated account is able to login RPD and Analytics successfully.
