ACTUAL BEHAVIOR

A shell creator Business Process did not create the new shells as expected.

EXPECTED BEHAVIOR
-----------------------
The shell creator Business Process to create the new shells.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Navigate to the impacted project.
  2. Open the impacted Business Process.
  3. Observe no shell was created after triggering the creation process.
