Issue In PDC Data Sync After Adding New Organization To PDC On OBP

Symptoms
On OBP, User added new organization to the Private Data Collection (PDC) however new organization peer has synced only partial data from PDC (3 Assets data out of 12 Assets).
Previously PDC had only 1 origination and now added 1 more organization to PDC by changing the PDC configuration update.
Configuration and chaincode updated successfully however there are data sync issues at the new organizations' peer. Partial data got synced.
