OCI Cloud Agent Is Showing As Not Active Under Observability & Management (Doc ID 2943314.1)

Symptoms

OCI Agent on OCI Compute page showing as running but
On OCI Console -> Observability & Management -> Agents and Gateways page it shows as "Not active".

Agent Logs shows errors below
