Symptoms

Trying to enable the Database Management for an External Database fails with following error:

A problem was encountered: The operation cannot be performed because the External Container Database with ID <External DB OCID> is in the NOT_CONNECTED state.
If the problem persists, contact Oracle support and provide the following opc-request-id: <OPC Request ID>.
