Work Skills conditions page does not load.

Work Skills conditions page should load.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to environment
2. Menu > Configuration > Work Skills > click Work Skill Conditions
3. Screen does not load

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot edit the work skills condition page.
