Messages stuck in queue

ACTUAL BEHAVIOR
---------------
There are a large number of messages stuck in the queue for a certain period of time.

EXPECTED BEHAVIOR
-----------------------
Messages should be sent in a matter of minutes after being generated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to environment
2. Go to Menu> Configuration> Message Scenarios
3. Open the message scenario and see many message stuck in the queue.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete their activities.
