Cross-sell And Attached-item Attributes Not Updated To Xoffice ?

Symptoms
When new item relationship is made, MFCS includes the relationship change in the API - foundation/omnichannel/item/relateditem.
There are two item/loc level fields (crosssell and attacheditem) present in the API foundation/omnichannel/item/itemlocation. \
These fields are derived based on related_item_head table (OCDS logic that MFCS had to replicate).
When there is a change to related_item_head table, we do not write icl_rms_item_loc entry because of which the itemlocation API is not able to inform XSTORE that the values of crosssell or attacheditem has changed.
STEPS

The issue can be reproduced at will with the following steps:
1. Update item in RELATED_ITEM_HEAD.
2. Notice that the changes are not get updated in ICL_RMS_TIEM_LOC entry.
