STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Purchase order has been processed, there are receipts and invoices against the purchase order
2. Current purchase order status is Closed for Invoicing
3. User attempts to Finally Close the purchase order.
4. The system returns an error
