User-Defined Report 'Sort By' Column Provides Inconsistent Results

Symptoms
ACTUAL BEHAVIOR

In a User-Defined Report, when the user clicks the 'Sort By' column, it then adds a column automatically without the user specifying which column to add; then when they click said column, it changes to a different one.
When the user tries to add the proper column, it changes back to the original one.
EXPECTED BEHAVIOR
-----------------------
The 'Sort By' column to work consistently and not generate random results.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Navigate to impacted Project.
- Edit impacted User-Defined Report.
- Go to 'Sort By' column.
- Attempt to add a column.
- Observe the inconsistencies when you try to drill-down into the column.
