PRC:SSP: Cannot Cancel Requisitions That Were Created by Integration

Symptoms
Cannot cancel Requisitions created through Integration as the Cancel option is grayed out.
The integration is tied to a Requester set up for use specifically for the Integration, so there is not an actual Requester that can log in and Cancel these Requisitions.
STEPS TO REPRODUCE
-----------------------
1. Navigate to Manage Requisitions
2. Search for the Requisitions that need to be canceled
3. Click on Actions > "Cancel" is greyed out
4. Because the Requisitions are created by an integration there is no one specific user who can log in and 'own' them to cancel them
