Symptoms
Rotation of TDE keys using dbaas tool is failing with following error :
# dbaascli tde rotate masterkey --dbname xxxxx
Running Rotate_tde_master_key job
Execution of Rotate_tde_master_key failed
[FATAL] [DBAAS-60071] Operation has failed with following error message:
[FATAL] [DBT-19608] Data Guard broker utility (dgmgrl) is not ready to perform the operation
ACTION: Make sure that the initialization parameter 'dg_broker_start' is set to TRUE and verify the dgmgrl log for more information.
