Goal

RIB-RMS is being delivered with 4 publishers down: ASNOut (channels 1 and 2), FulfilOrdCfm (channels 1 and 2).
The client is unable to start them because of the error: "Thread Num for RIB: 2 doesn't match thread num from RIB_SETTINGS".
The application is being delivered with two channels, but with only one thread in the database.
