Symptoms

On : 23.1 version, Outbound

Outbound Load is not created when performing the RF-Text: Assign to Load and ends in error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In 3PL setup.
2. Attempt to assign blind load.
3. Receive error "Invalid OBLPN status".
