After performing an action that triggers a step transition, it can be observed that the quote does move forward to the target step. However, if another user has performed an action, such as opening the same transaction. after the transition action was clicked but before it completed processing, the quote will be found to be back in the step it was prior to these actions running upon refreshing the quote.
