PRC:PO: Mandatory PO Flex Attributes Are Not Required to Be Entered after Creating a PO from a Requisition (Doc ID 2945458.1)

Symptoms

Purchase Order (PO) Flex Attributes (DFFs) are not required to be entered after creating a PO from a Requisition, even though they are setup as mandatory.

ERROR
-----------------------
XXX - You must make at least one selection.

Error: A value is required. You must enter a value.

STEPS  TO REPRODUCE
-----------------------
1. Setup mandatory PO flex attributes at PO_LINES level
2. Setup mandatory flex attributes at PO_DISTRIBUTIONS level
3. Create PO with 2 lines from Requisition (by adding to Document Builder)
4. On the PO, the 2 required DFFs (XXX and YYY are blank)
5. Click Distributions tab and error appears:
XXX - You must make at least one selection.
YYY - You must make at least one selection
**the above is good, as it shows that information is required
6. Enter values in the required fields > Click distributions tab
7. Line 1, Field: Reference ZZZ - Error: A value is required. You must enter a value. > Enter a value > go back to lines tab (This does not happen for line 2.)
8. The information entered in step 6 only displays on line 1, line 2 fields are blank
9. PO validation: Confirmation: No errors or warnings were found.
10. Can submit the PO without entering the "required" information on line 2
* Why is the mandatory info missing on line 2 and why can the PO be submitted when it is missing required information?
