An Active User In Content And Experience Is Showing As Deprovisioned and is not Searchable (Doc ID 2946087.1)

Goal

We have a user account 'abc' showing in Oracle content and experience which is showing in the deprovisioned users tab even though this is a current, active user.

This user is actually an Admin account for content although it is not showing in the list of administrator users for content.

Even after re-syncing various security groups and now although these groups are showing as in sync the user 'abc' still cannot be seen in the list of administrators.

Somehow the user appears in the deprovisioned list. Not idea how this has happened. How can this be reversed? This user is an admin user and has many folders/documents associated and must not be effected. This user cannot be assigned to groups but it can create groups in content.
