Default HTS Rate Is Taken As 100 (Doc ID 2946808.1)

Goal

Currently if we don't have HTS defined for any particular tariff treatment and try to add it for that particular country then it takes the default rate as 100.
We would like to know from where this is taking 100 and is there any way to change it to 0?
