Symptoms

When changing the Requester on a Requisition, the Deliver-to Location automatically changes, but the Inventory Organization is retained from the previous Requester, instead of defaulting from the new Deliver-to Location.

Example:
Requester's Deliver To Inventory Organizations are linked as follows:
User J: Deliver-to: 800  Inv Org: KKKK
User S:Deliver-to: 297  Inv Org: CCCC

Step 1 J searches for Catalog items and adds to cart
Step 2 Requester Name - 'J' & Deliver to '800' is defaulted at Requisition Line
Step 3 J changes Requester Name to 'S', Deliver-to changes to '297'
Step 4 Submit the Requisition, error occurs

Line 1: The deliver-to location isn't valid. (POR-2011021)
The deliver-to location isn't active or associated with an organization is that is different from the deliver-to organization defaulted on the requisition line or not in the requisitioning BU's set of locations.

Expectation:
During Step 2 - 'Deliver to Org' is defaulted to 'KKKK' and remains there even though the Deliver-to Location is changed which is linked to CCCC.
But the system should update Deliver to Org' to 'CCCC' in Step 3, which is not happening and causing this error.
