Symptoms

In Oracle Primavera P6, when a user attempts to install P6 Professional via ClickOnce, the following error occurs:

ERROR

Windows Security
Select a Certificate

Issuer: Communication Server
Valid from: 05/04/2023 to 05/04/2023

Certificate Details
Windows does not have enough information to verify this certificate.
You have a private key that corresponds to this certificate.

Cannot Start Application
Application installation did not succeed. Cannot locate application files on the server. Contact the application vendor or your administrator for assistance.

Log shows:

ERROR SUMMARY
Below is a summary of the errors, details of these errors are listed later in the log.
* Activation of https://p6.oraclecloud.com/customer/p6professionalcloud/x64/P6Professional.application resulted in exception. Following failure messages were detected:
+ Downloading https://p6.oraclecloud.com/customer/p6professionalcloud/x64/Application Files/P6Professional_23_2_0_46357/P6Files/Primavera.Venus.Infrastructure.Constants.dll.deploy did not succeed.
+ The remote server returned an error: (403) Forbidden.

The issue can be reproduced at will with the following steps:

1.  Access Cloud Portal page
2.  Click on Install P6 Professional
3.  Download setup.exe
4.  Run setup.exe
5.  Observe the errors.
