Stuck Transactions are Are Still Appearing In Transaction Console After Terminating The Process for Award Project Budget Version (Doc ID 2947183.1)

ACTUAL BEHAVIOR

In the Transaction console, even though the user has terminated the process over and ever again, WITHOUT error, the transaction keeps appearing as if nothing happened.

EXPECTED BEHAVIOR

In the transaction console, after the process is terminated , the transaction is not appearing anymore.

STEPS

The issue can be reproduced at will with the following steps:
1. In the transaction console, after terminated the process WITHOUT error, the transaction keeps appearing as if nothing happened.
2. The user tried terminating in both that process's page and from the process list page (it even says success). It has been terminated multiple times by multiple users, but it still appear. It never goes away for even a second.
