Custom Rule Qualifiers for Transaction Type Defined At Global Level Are Not Replicating Down to the Business Unit

Symptoms
In Setup and Maintenance > Manage Custom Rule Qualifiers ( Qualifier = Transaction Type ) , user can not edit the Qualifier Operators for the new business unit.
When click on the check box for operators [ Equal to ] and [ Not equal to ] and SAVE , it did not commit the changes.
Note: For other business unit in the environment, these operators are enabled.
