Symptoms
RTVReq from RMS is failing at SIOCS MPS table with an error.
When creating an RTV Request from RMS, it fails in SIOCS MPS_STAGED_MESSAGE Table with below error:

STEPS

The issue can be reproduced at will with the following steps:
1. Create and approve an RTV Request in RMS
2. Check MPS_Staged_message table for the message.
