Issue Description

=================

Auditing is enabled yet when a user reviews a rate record they have modified by clicking on audit trail (ACTIONS -VIEW- AUDIT TRAIL from menu) auditing information is not available.

Please evaluate the reason that the OTM no longer has an audit trail for the Tariff Registration function in production, in DEV we have the same settings and have the information, see attached details of the above.

This problem is impacting several reports and worse in the current way we lose the traceability of user actions in the system.

Customer reviews a rate record they have modified - clicks on audit trail (ACTIONS -VIEW- AUDIT TRAIL from menu) and in prod they see it but in DEV they do not.

Steps to Replicate the Issue
======================

  1. Setup and enable auditing on a specific set of records
  2. Edit the records
  3. Review the audit trail by selecting the edited record and clicking ACTIONS -VIEW- AUDIT TRAIL from the ACTION menu
