ACTUAL BEHAVIOR

CIC Analytics Administrator users, other than the person who created the dashboard, are unable to change the access permissions.

EXPECTED BEHAVIOR

CIC Analytics Administrator users, other than the person who created the dashboard, should be able to change the access permissions.

STEPS

The issue can be reproduced at will with the following steps:
1. Analytics Administrator logs into CIC Analytics.
2. Search for a dashboard created by another user and highlight to select.
3. Right Click --> Inspect --> Observe Access tab is missing.
