Error: "Project Was Deleted By Another User" When Attmpting to Copy and Paste a Project (Doc ID 2948248.1)

Symptoms

When attempting to copy and paste a project, the following error occurs.

ERROR

"Project Was Deleted by Another User".

OTHER SYMPTOMS
When attempting to import the project via XER, the following exception is reported:

Application Error: Exception EprmDBSQLExecutionFailure in module PM.exe
PRM DBAccess Error: SQL State: 1, SQL Error Code: 3621, Level: 0, Procedure: , Line: 1
The INSERT statement conflicted with the FOREIGN KEY constraint 'fk_task_projwbs". The conflict occurred in database <dbname>" table "dbo.ROJWBS", column 'wbs_id'.
