Validation Error Occurs Even If PO_REQUESTED_DELIVERY_DATE_VALIDATION is Set To No

Error
The source agreement isn't valid. Verify that the source agreement is open, its effective end date is either blank or in the future, it has an active assignment for the requisitioning BU, and the supplier site and the supplier is the same as on the purchase order.

The value for attribute Source Agrrement Line is invalid.

This line references an agreement that has expired.

Steps to Reproduce

  1. Create Blanket Purchase Agreement(BPA). Start date = Apr 1 2023, End Date = Apr 30 2023.
  2. Generate Purchase Order from requisition referencing the BPA.
  3. On schedule tab, Need by date is set to May 5 2023.
  4. Submit purchase order for approval on May 1.
